Party of the Committees to Support Resistance – for Communism

Dear comrades,
We thank you for your invitation to this Conference, which follows the one on imperialism and war (October 2023) and the one on the economic crises of imperialism (March 2024).
The theme of this third conference is national liberation from imperialism. It is a theme that does not only concern communists and anti-imperialists in countries oppressed by imperialist groups and powers in Africa, Asia and Latin America. It directly concerns, albeit in a different way, our country and therefore has a particular interest for our Party and for the whole Caravan of the (new) PCI of which our Party is a part.
The goal of the Caravan of the (new)PCI is to make Italy a new socialist country and this goal also implies the struggle for national sovereignty. Italy is in fact formally a sovereign and independent state, but with the creation of NATO in 1949 it became a kind of US protectorate, in open violation of the 1948 Constitution of the Republic. In our country, the US imperialists have military bases (currently more than 116), make use of political and espionage agencies and have a network of their own agents, give their approval to government leaders, and influence, directly or indirectly, the policy of the official state. This is an aspect of our country’s condition that the old PCI, led by the modern revisionists headed by Togliatti, always tried to avoid talking about (as did the question of the Vatican’s role), only to arrive with Berlinguer at extolling ‘the protection of the NATO umbrella’. The US imperialists have a freer hand in Italy than in the other European NATO member states thanks to their relationship with two centres of power that act above the state and that presided over the reconstruction of the state after the collapse of the fascist regime: the Vatican in the first place, which is the de facto, unaccountable, occult government of last resort that runs the official government of the Republic (it chooses or otherwise approves the heads of government, has a say in the career and appointment of senior members of every sector of the state bureaucracy, decides or otherwise has a say in the general directions of government activity) and the Mafia. This situation has meant that other states and organisations have also been able to set up their own apparatuses on Italian territory: the best known case is that of the Israeli Mossad, which has allowed itself licences on Italian territory that it has not even allowed itself in its own country. The US protectorate now combines with the ‘EU cage’ that has been built, step by step, since 1951 and has reached a qualitatively higher level with the Maastricht Treaty (1992) and the establishment of the European Central Bank (1998) and the Euro (2000).
Numerous ‘sovereignist’ groups and organisations have formed in our country, i.e. those that take as their goal the reconquest of national sovereignty. With respect to them, our action consists of extending their activity on all four fronts in which the struggle for national sovereignty is articulated in our country:
fight against NATO (military bases and installations, participation in war missions, participation in economic sanctions against other countries, impunity of US soldiers for common crimes for which they are not prosecuted, etc.);
fight against the EU and its institutions (public debt, stability pacts, balanced budgets in the Constitution, allocation of production quotas in agriculture and industry, etc.);
fight to prevent closures and delocalisation of Italian companies and their sale to multinational groups, to keep them open and operating in Italy (implementation of articles 41, 42 and 43 of the Constitution), to nationalise companies starting with those that constitute the productive backbone of the country. There is no national sovereignty nor popular welfare nor personal security without direction from the Italian authorities and workers over economic activities in Italy;
fight against the Vatican (abolition of the Lateran Pacts and the privileges of the Catholic Church over other religious organisations and associations).
In particular, our Party works to multiply, strengthen and coordinate workers’ and popular organisms in capitalist and public enterprises and in the territories and to direct them to make the country ungovernable to the point of ousting the Meloni government and making its godfathers (whom we call the leaders of the Papal Republic because of the role played by the Vatican and its Church) swallow the constitution of a Popular Block Government, an emergency government set up on the initiative of the workers’ and popular organisations, made up of people they trust and determined to implement the measures that the workers’ and popular organisations themselves suggest to at least temporarily remedy the effects of the crisis.
An emergency government that is at the service of the workers’ and popular organisations, that implements the measures they indicate and that has imposed itself on the ruling class also has the strength not to submit to the diktats of the European Union and the other institutions of the world imperialist system and to conduct a policy aimed at putting an end to the US protectorate with measures such as the abolition of the public debt, except to protect the savings of the popular masses, the nationalisation of banks, the closure of military bases and spy agencies of NATO and the US imperialists on the territory of our country, the breaking of political and military collaboration with the Zionists of Israel.
The action of the People’s Bloc Government towards the institutions of the world imperialist system and the Vatican and its work to deal with the most serious effects of the crisis in our country by putting into practice the watchword ‘useful and decent work for all’ will have important repercussions on the working masses in other countries that are also looking for a way out of the disaster of the crisis, on the international communist movement and on the anti-imperialist forces in oppressed countries.
We communists are in favour of the struggle for national sovereignty against the EU, against the other institutions of the world imperialist system (IMF, World Bank, etc.) and against their armed wing (NATO). Some accuse us of being nationalists because we call the Italian workers to fight against the imperialist groups in the name of the fight against the material, intellectual and moral degradation and destruction of the productive apparatus that they impose in Italy. We are internationalists, in the sense in which the communist movement has always been: we support with all our strength the struggles of the workers of all other countries for their emancipation and aim to establish relations of solidarity and collaboration with the popular masses of all countries. By breaking the chains of the International Community of the US, Zionist and European imperialist groups, Italy will help all the exploited classes and all the oppressed countries. Common submission to the imperialist groups does not lead to unity, but to war between the popular masses of the various countries and in each country. Only sovereign popular masses in their own country are able to establish a relationship of collaboration and solidarity with the popular masses of other countries.
On the eve of World War I, Lenin predicted that either the socialist revolution would prevent war or the communists would turn war into revolution: this was the case. Today for communists things are such that either with the establishment of socialism in an imperialist country, even if only with the establishment of the Popular Bloc Government for which the Caravan of the (new) PCI, of which the P. CARC is part of, let’s make a decisive leap forward for the socialist revolution in imperialist countries, the fire that will free the world from the imperialist system and in this way stop the extension of the Third World War, or else the destructive spiral into which the rule of the imperialist bourgeoisie drags the masses of a large part of the world will continue to worsen.
The first imperialist country that breaks the shackles of the International Community of the US, Zionist and European imperialist groups will show the way and also open the way for the popular masses of the other imperialist countries and the oppressed peoples of the whole world to a future of solidarity, collaboration and exchange between peoples and nations!
